Modules

The Guidance is structured around six technical modules and two strategic modules. (T for technical modules and S for strategic models).

Each module could be applied by using a coherent set of tools (templates and spreadsheets). Three types of tools are proposed:

  1. Input tools with data collection templates and generic data libraries;
  2. Assessment tools to carry out the necessary modelling and calculations; and
  3. Output tools that generate result and graphs with results and support the user in drawing conclusions.

The figure below shows how the tools support the application of the modules. The table outlines the objectives of each tool.

Tool Applications
Tool Objectives
Module T1

Module T1 enables users to collect data on plastic sources in the country and results in targeted plastic flows to be considered for plastic leakage calculation. Module T1 can be run independently from other modules when only pursuing the goal of inventorying plastic inputs and outputs in the country.

Module T2

Module T2 enables to collect data on solid waste and waste water management and results in key waste management metrics to be used for leakage calculation. Module T2 can be run independently from other modules when only pursuing the goal of assessing waste and waste-water management performance in the country.

Module T3

Module T3 enables to reconcile data from different sources and yields a list of polymer/ application/ sector hotspots based on performing a leakage calculation. It requires inputs from all other technical modules.

Module T4

Module T4 allows users to perform a qualitative assessment of the waste management in place at a national, sub-national or local level. It can be used in a stand-alone mode.

Module T5

Module T5 relies on GIS modelling to identify geographic hotspots within the country. It relies on inputs from other technical modules T1, T2 and T3.

Module T6

Module T6 consists in a qualitative framework to assess the environmental impacts of the leaked plastic. It relies on the use of beach clean-up as well as other data-sources. It can be run stand-alone or feeds the hotspot prioritization process in T3.

Module S1

Module S1 (Hotspot formulation) prioritises and formulates actionable hotspots, and relies on user interpretation of the hotspots in the 5 categories identified in modules T3-T5.

Module S2

Module S2 serves as a guiding structure to identify interventions and instruments, and facilitate stakeholder discussion. It includes a database of intervention and a process for prioritization. It can be run independently from other modules.

Module S3

Module S3 serves as a guiding structure to converge on instruments for implementing interventions. It includes a database of instruments and a process for prioritization. It can be run independently from other modules if associated with S2.
